The Center for Freedom of Information (CFOI) has constantly requested and shared information regarding law violations of local government officials and disciplinary actions on them.

 

  The integrated information system of the Ministry of Public Administration and Security, Local Administration Integrated Information System (LAIIS), also shows the law violations of local government officials and disciplinary actions on them.

 

  Following is statistics on the cases of law violations & disciplinary actions and the number of total government officials per local government showing the accumulated data of 5 years, from 2007 to 2011.

  According to the table above, Gyeonggi-do has the highest ratio of law violations & disciplinary action cases per 1000 local government officials in which 69.59 of 1000 government officials received disciplinary actions due to violation of laws followed by Gyeongbuk and Jeonnam, which has 64.39 per 1000 cases and 61.36 per 1000 cases respectively.

 

  In contrasts, Jeju has the lowest ratio of law violations and disciplinary actions. In Jeju, 4.59 per 1000 government officials received disciplinary actions.

 

  It is worthy of attention that Gyeongbuk and Jeonnam, which were discovered to have high number of law violation cases of government officials in 2011, are political stronghold of Saenury and Democratic United where regime change does not happen within the regions.

 

  It is also possible to notice that the ratio significantly increased since 2008. In 2007 the ratio was approximately 20 out of 1000, but it increased into more than 30 after 2008.

 

  It was also mentioned in the audit and inspection several years ago that the law violation of local government officials and disciplinary actions had increased since MB’s inauguration in 2008.

  Although it is impossible to check through the statistics on Local Administration Integrated Information System, in many cases, the public officials’ violation of laws ends up with a light punishment.

  The law violations of local government officials cannot be reduced in such conditions. In order to reduce their violation of laws, the punishment should be enhanced. In addition, every task should be done in a transparent manner preventing local, political forces and bureaucrats to have ulterior plans.

 

  A rise in corrupted government officials makes it difficult to operate the local society. In order to prevent corruption, it is necessary for the local governments to take initiatives and be determined to stop corruption.
