The training institutes of public institutions are constructed to support professional educations and trainings. It is same for the National Assembly as well. The National Assembly training institute will have to be established for educations and trainings of legislative activities. However, a large budget has been allocated in constructing a training institute in Goseong, Gangwon-do despite the current situation in which the existing National Assembly training institute is used for leisure.

 

  The National Assembly training institute (Ganghwa training institute, Ganghwa-gun Yangsa-myeon Inhwa-ro 137) built in 2002 initially attempted to create seven accommodation buildings, four lecture buildings, an observatory and walking paths using 17 billion won at the 51471.0744m² site. Currently, however, only four accommodation buildings, one lecture building and a foot volleyball court are built using 1.5 billion won.

 

  Only one year after completing the construction, it was point out that Ganghwa training institute is used as resort condos of National Assembly members (Related news reports of Munhwa National Assembly Training Institute Became Resort Condos). It is because the institute was mainly used for the purpose of resorts rather than educational trainings for the tasks related to Assembly members and officials.

 

In order to find out if this problem has been fixed now, the Center for Freedom of Information (CFOI) requested information on how Ganghwa training institute was used last year.




 

  The total cases of Ganghwa training institute’s usage is 582 with 3638 visitors. However, 96% of the visits, 561 cases with 3320 people, was for leisure. The visits for education and trainings were only limited to 21 cases with 318 people. It seems that the purpose of the Ganghwa training institute has been settled as a resort of Assembly members.

 

  Although Ganghwa training institute is currently used in this manner, the National Assembly is newly constructing a National Assembly training institute in Goseong-gun Toseong-myeon Dowon-ri, Gangwon-do using a large scale budget.





  Goseong training institute which will be newly constructed at a 426.446281 m² sized site is expected to be nearly 10 times larger than Ganghwa training institute and the construction budget that will be spent till 2016 amounts to 43 billion won which is nearly 30 times that of Ganghwa training institute. Last year, 3 billion won was allocated as design costs which has been all spent now.

 

  Regarding this, the Ministry of Strategy and Finance asked to decrease the project budget to 33.6 billion won claiming that the size of the Goseong training institute project is excessively large and only allocated 852 million won of 2.3 billion won that the National Assembly Secretariat requested this year.

 

  The reason the previously constructed Ganghwa training institute cannot be actively used for the purpose of educational trainings is that the majority of education, seminar and discussions are held in the training institute, seminar room, discussion room which are inside the National Assembly. It is a common sense that busy Assembly members and officials cannot receive education by frequently visiting the institute located in a far distance.

 

  Then would the new training institute in Goseong, Gangwon suddenly lead to active education and trainings? Isn’t the Assembly building a larger and luxurious No 2. National Assembly condo? Sharp judgments and criticisms are necessary on whether the Assembly is using appropriate taxes for the necessary purposes.
