# This article is part of the Center for Freedom of Information (CFOI)’s anti nuclear project which shares information on KHNP’s implementation of the recommendations IAEA provided for Wol Sung 1.

 

  In June 2012, International Atomic Energy Agency (IAEA) visited Korea to inspect the safety of Gori and Wol Sung nuclear power plant unit 1. At that time, IAEA concluded that no safety problems were found in the two nuclear power plants. It was Korea Hydro & Nuclear Power Co., LTD (KHNP) who requested the safety inspection to IAEA which visited Korea with perfect timing when two obsolete nuclear power plants were struggling with corruption and concealment of accidents.

 

  Both nuclear power plants did not have safety problem at that time, but Wol Sung nuclear power plant received several recommendations for improvement.

Six recommendations IAEA presented at the press conference after inspecting the safety (IAEA SALTO) of Wol Sung 1.

1. To supplement fireproof bulkhead in the auxiliary diesel generator room

2. To improve the habitability of control room 2

3. To put additional efforts for the aging management of nuclear reactor building’s exterior wall (consider painting etc.)

4. To be consistent with the IAEA safety guideline in case of writting periodic safety review

5. To improve the maintenance records written before the introduction of ERP (file electronization and preservation)

6. To increase the consistency between electronic files and printed files

 

  Recently KHNP made public that they have already dealt with two of the six recommendations. Therefore, we have requested information on their progress for the remaining four recommendations.

 

   Following is what KHNP disclosed.

 

 Details of the actions taken for IAEA’s six recommendations presented at the press conference are as follows.

   To supplement fireproof bulkhead in the auxiliary diesel generator room (Completed)

- Completed sealing the opening of fireproof bulkhead located between two auxiliary diesel generators

 

 To improve the habitability of control room 2 (Completed)

- Completed equipping additional essential supplies including emergency food, operating materials and radiation detection instruments etc. at the control room 2 in which the operator stay for a short time in order to safely stop operating the plant in case of emergency,

   

 To increase the consistency between electronic files and printed files (Completed)

- This pointed out the possibility of only submitting original materials to external institutions since although the current system stores both the original materials and the latest approved version, it makes the original materials and a cover, which indicates the materials as the latest approved version, printed separately

- Completed training employees to print out original materials and covers

 

 To put additional efforts for the aging management of nuclear reactor building’s exterior wall (Considering)

- This recommends painting and managing the nuclear reactor building’s exterior wall

 - It is difficult to implement this since the building’s exterior wall needs to be researched regularly while painting makes it hard to check this.

 - Currently examining international cases of nuclear power plants 


 ○ To be consistent with the IAEA safety guideline in case of writing periodic safety review (expected to be applied to other plants)

 - Recommended keeping records by integrating all evaluation factors required by the latest IAEA safety guideline when writing the safety evaluation report

- Currently the safety evaluation report of Wolsung 1 evaluated all the factors in accordance with the latest IAEA safety guideline which was partly written on the periodic safety review as well as an additional report

- For the subsequent cases (Younggwang 5,6), all evaluation factors required by the latest IAEA guideline will be integrated in the periodic safety reviews.

   

 To improve the maintenance records written before the introduction of ERP (In progress)

- ERP was introduced at KHNP in 2004 and since then most of the records such as the plant operation and maintenance has been approved, stored and managed after being electronized.

- The records produced before 2004 (before the introduction of ERP) are being managed as hard copies at the data room and it is recommended to manage these after registering at ERP

- Currently processing the task to make all maintenance records since the commercial service of Wolsung 1 till 2004 to register as electronic files (expected to be finished at the end of August, 2013)

 

   KHNP posted on their website on February 19 the report and summary of their safety inspection result as the disclosure restriction period (90 days) expired after submitting the IAEA report on Nov. 15, 2012.

 

  The point of the information disclosed by KHNP is that they have completed three of the six recommendations IAEA suggested. Regarding the remaining three, 1) they are examining foreign cases for the additional effort for the aging management, 2) the issue of the consistency between the periodic safety review and IAEA safety guideline is expected to be applied to other power plants since it was already under process for Wolsung and 3) the management of the maintenance records written before the introduction of ERP will be completed till August. We should wait and be on watch for the recommendations that are still in progress or examined at the moment.

 

  What is it that makes us think the situation between IAEA’s recommendations and the actions taken by KHNP a got-up match? IAEA that visited Korea when the decision to extend the life of Gori 1 was made in 2007 said the nuclear power plants and nuclear waste sites in Korea have no problem at all. Afterwards, problems were found in the nuclear waste sites of Gulupdo and Gyeongju and the breakdowns and accidents happened frequently in Gori .

 

 The fact that the problem occurred after the institution that is in charge of the research of nuclear power plants and nuclear waste sites worldwide claimed no problem implies either the inspection of IAEA was poorly done or IAEA is unconditionally favorable to every nuclear power plant. It makes us wonder what will be added by putting the inspection of Korean nuclear power plant’s safety and life extension to the hands of IAEA. What IAEA recommended for Wolsung is limited to very general recommendations which make KHNP appear as if they are following the recommendations well.

 

  Such a basic level of recommendations that excluded raising questions on potential accidents, breakdown, general safety issues and the concealed information of Korean nuclear power plants cannot guarantee safety from unexpected dangers.

 

  IAEA says that the safety of Korean nuclear power plants is among the best in the world. KHNP who owed to this says that nuclear power plants are safe and its life extension is not problematic and rather necessary for the supply and demand of power.

Would this got-up match between two of them always grant them benefits? Of course they cannot always win. Someday, for sure, someone will lose something to the irretrievable extent. Shouldnt someone stop this in advance?
